Procedure for Obtaining Approval to Conduct Research

The present Procedure should be applied to a researcher seeking for access to conduct research at NIS AEO, its Departments, Centres or Schools.

The Procedure recognises three categories of researchers:

  • Category 1 – An NIS AEO staff member conducting officially-mandates research, evaluation or monitoring
  • Category 2 – NIS AEO or School staff members pursuing research as part of their university studies, or in conjunction with an outside agency
  • Category 3 – External researchers or research teams

Category 1 – Internal Research

NIS commissions its own research, evaluation and monitoring under the Research Development Framework for its own purposes, and in pursuit of its strategic goals.

Category 1 research should be prepared in coordination with the Research Department, presented to the Research Advisory Board (in the event of substantial research); and, initiated and approved by senior management.

Allowing research to proceed is at the discretion of the School Principal. In determining whether to grant an access to his/her School, a Principal will consider the potential benefits of the research to the School and to the wider community, weighed up against any disruption and the level of commitment of school resources likely to occur.

The following documentation must be provided by the researcher to assist the principal in deciding whether to allow the research to be conducted in the school:

  • A letter asking for the School’s cooperation in conducting research, and explaining the level of support required, in the name of the Director of the Research Department;
  • A Plain Language Statement describing the research;
  • Any documents to be issued to participants, e.g. consent forms or questionnaires;
  • A list of researchers to attend the school; and,
  • A proposed schedule.

The results of the research – where possible – should be shared with the School after the research has been concluded.

Category 2 – Internal Researcher conducting External Research

These researchers are typically teachers conducting a research project as part of their postgraduate study seeking to involve students from their own classroom, school or other schools in the network.

Any NIS AEO staff member wishing to pursue research at the NIS Central Office or in one or more of the Schools should receive the permission or the Chairperson (or Deputy Chairperson) and/or School Principal, and should notify the Director of the Research Department in writing about the details of their research.

The following documentation should be provided in order to allow senior management to make a judgement about whether to allow the research to proceed:

  • A full research proposal;
  • A Plain Language Statement describing the research;
  • Any documents to be issued to participants, e.g. consent forms or questionnaires;
  • Full contact details for the project lead;
  • A list of researchers to attend the school; and,
  • A proposed schedule.

Only after senior management has issued approval, and the Research Department has acknowledged receipt of notification, can research proceed.

Category 3 – External Researcher

These researchers may be national or international universities or individual university academics; independent researchers; or, university students not employed by NIS.

In the first instance, an external research team or external researcher should send a full proposal to NIS AEO Research Department, in the name of the Director.

The following documentation should be included in the research proposal:

  • A Plain Language Statement describing the research;
  • Any documents to be issued to participants, e.g. consent forms or questionnaires;
  • Full contact details for the project lead;
  • A list of researchers to attend the school; and,
  • A proposed schedule.

After consultation with affected parties, the Research Department will prepare a summary of the proposal and a recommendation for the attention of senior management (the Chairperson or Deputy Chairperson) of NIS AEO. Once their approval has been received, the Research Department will inform the external research team or researchers of NIS AEO’s decision and any conditions attached thereunto.
